Turrets do count as part of the tank (gun barrels though are usually ignored).
If a tank is 25% obscured then it will get a cover save corresponding to whatever is giving the cover. (etc, if a ruin or wall is in the way, then it's 4+ cover. If it's infantry, woods, etc then it's 5+).
You work out the facing that the vehicle is to the unit firing against it. If the unit is firing against the front of the armour, then you see if 25% of the front is covered (ignoring the side facing completely). If any shots are going against the side of the tank, then you do the same thing, ignoring any cover that is blocking the front or rear of the vehicle. Obviously you don't get to choose what side you're shooting at, it depends on where you are to the vehicle.
Rarely you will be in a situation where you are in the front arc (for example), but can't see any of the front whatsoever, but can see a bit of the side. Then the unit counts as hitting the side armour, but the vehicle will add +1 to their cover save from whatever it is that is giving it cover.
Camo cloaks stack cover saves, just like shrouded and stealth do too.
So for example: Your tank is behind some trees giving it a 5+ from any facing that the trees block 25% of the tank. If your tank would have cam cloaks, which +1 to your cover, you would be getting a 4+. If that turn was nightfighting and you were between 24" and 36" of the firer you would get shrouded, which would mean you'd get a 2+ cover save.
